WHEN I RECEIVE AN EMAIL FROM CHINA OR TAIWAN IN MICROSOFT OUTLOOK, SOME OF THE CHARACTERS ARE REPLACED BY A QUESTION MARK. DOES ANYONE KNOW WHY THIS IS HAPPENING AND HOW TO STOP IT PLEASE?

It's because you don't have the characters installed on your computer. You need to install them.

Download and install NJStar Communicator to read Chinese, Korean and Japanese characters .

or

Try installing Asian fonts using the Regional and Language Options in your WindowsXP Control Panel.

People still use Outlook? I did not know that.

This mainly happens if you don't have an unicode font of the mail's language installed, it may also happen if you don't have support for showing complex script, enable it from control panel%26gt;Regional and language settings.......
Actually I'm surprised that Microsoft Outlook has not asked you about this about not being able to display other characters!

Anyway, if your using XP this is easy to sort out. Go to Control Panel %26gt; Regional %26 Languages %26gt; Languages.

In the Supplimentry Language Support. You will see that it includes tick boxes for Far Eastern Languages including left and right written formats. Tick what you want %26gt; Apply %26gt; OK.

It should then ask you for the XP Installation Disc. Follow the normal instructions plus it will probably ask you to reboot.
